Had I come across this on a test, I would have given the answer 20. It's the sort of trick question thrown out there to intentionally confuse. Looks like the teacher stuck to the book and missed the point.
Also, don't believe the person claiming this is their quiz. This is straight off Sunshine Math, a program begun in Florida.

Hi there. This is MY quiz I gave to my students. Unfortunately the scenario I gave didn't really follow the basic math structure I wished. I regraded this students quiz, and gave him credit for the problem. I also rewrote the quiz in later years using the following example:
"It took Marie 10 minutes to paint two paintings for art class. If she works just as fast, how long would it take to paint 3 pictures?"
The answer to this problem is 15.

As an engineering student, i have to say, you must be the most under educated math teacher ever. Thanks for contributing to failure in American schools.
