It would be more correct to say that violence is rarely the answer. Because in some unfortunate situations, violence may be the only way to keep evil from doing you harm.

It's also been said that pacifism to the point of allowing evil is in itself evil

I would say returning violence is often appropriate.. though that can result in an escalation...
