hmm. i don't see a handicap parking sign on that space - which means that, legally, that spray paint of a guy in a wheelchair, though well meaning -is worthless. you need a sign on the space for it to be a REAL handicap parking space. so, yeah, well-intentioned passive-aggressive douchebag confirmed.

right on. as someone who legally uses handicapped parking, it is arrogant and selfish douchebaggery for non-handicapped people to take these spaces. they are there for a reason, and people who need them NEED them. in my state, you get a $250 fine for illegally using these spaces. so park in the space next to it, and be very thankful that you can walk to the store.
i assume you are able to walk? people who rely on these spaces usually cannot.

Yeah, you should wait around for unknown amounts of time and then just beat the person up or yell in their face. Or better yet just let it go so they keep doing it and it becomes a big enough problem that people eventually see the need to create leaflets...oh wait, your a fucking retard.

I'm not sure what state this is in but in my state handicap spots aren't technically legal unless there is a sign posted clearly in the front of the parking spot, not just painted on the ground.
